Draft High Occupancy Vehicle (HOV) Alternative Operating Concept

The HOV Alternative would consist of the construction of transit stations along the I-84 and I-384 HOV lanes, and ramp connections between those stations and the HOV lanes. Local bus services would be reconfigured to make greater use of the HOV lanes and to improve local services.  These changes would be as shown in the attached figures.

The HOV alternative would use the existing HOV lanes on I-84 and I-384, which includes stations at:

       I-84 Exit 62 (“Buckland” Station)

       I-84 Exit 60 (“Middle Turnpike”)

       I-84 & Forbes Street (“Forbes” Station) (No existing interchange—new connection to HOV lanes)

       I-384 Exit 3 (“Manchester” Station)

Stations could be either “on-line” meaning that they would be directly connected to the HOV lanes through exclusive ramps, or “off-line,” in which case they may not be directly connected to the HOV lanes.  At this point in the study, conceptual design work has not progressed to the point where it is known which will be the case.  For the purposes of this work, given the expected complexity of some of the potential connections, we have assumed that all stations would be off-line stations.

In addition to these stations that would be along and near the HOV lanes, the existing commuter park and ride lots beyond Buckland Station on I-84 and Manchester Station on I-384 would be served by routes that would use the HOV lanes.  As a result, these existing park and ride lots would also, in effect, act as additional stations:

       Exit 68 Commuter Lot at I-84 and Route 195/Merrow Road in Tolland

       Exit 67 Commuter Lot at I-84 and Reservoir Road in Rockville

       Exit 65 Commuter Lot at I-84 and Green Circle (off of Route 30) in Vernon

       Willimantic Commuter Lot at Route 195 and Frontage Road

       Columbia Commuter Lot at Route 5 and Route 66

       Andover Commuter Lot on Route 6 near Route 315

       Bolton Commuter Lot at I-384 and Route 44

§        New interchanges between HOV lanes and stations (where necessary).  Although we have assumed that the stations would be off-line stations, these stations would still need access to and from the HOV lanes, through new connections between the HOV lanes and the local road network, or the stations themselves.  This conceptual work has also not yet been completed, but we have assumed that these connections would exist.

§        Reconfigured bus service that would provide improved express service to and from downtown Hartford via the HOV lanes, and improved connections to those services.  These services are detailed in the following sections.

§        Exclusive bus ramps to and from the HOV lane at Simmons Road.  These ramps would be for special event access to the new UConn Stadium, and there would not be a station at this location.  Also, we assumed that these lanes would be used only for special events, and in the service design presented below, we have not included any regularly scheduled services that would use these ramps.

§        Expanded spans of service:

       From 6:00 am (or earlier if current service begins prior to 6:00 am) to 10:00 pm on weekday for major routes.

       From 6:00 to 8:00 pm on weekdays for lower ridership routes.
